About Five Insurance One Fund

What is 五险一金?

Five Insurance One Fund (五险一金) is China's mandatory social security system. The five insurances are: pension (养老保险), medical (医疗保险), unemployment (失业保险), work injury (工伤保险), and maternity (生育保险). The one fund is the housing provident fund (住房公积金). Both employees and employers contribute.

Employee Contribution Rates

Typical employee rates: Pension 8%, Medical 2% + 3 CNY/month, Unemployment 0.5%, Work Injury 0% (employer only), Maternity 0% (employer only), Housing Fund 5–12% (individual choice). Total employee deduction is typically around 10.5–22.5% of salary depending on housing fund selection.

Employer Contribution Rates

Typical employer rates: Pension 16%, Medical 10%, Unemployment 0.5%, Work Injury 0.2–1.9% (industry dependent), Maternity 0.8%, Housing Fund 5–12%. Total employer cost is typically around 33–43% on top of the employee's salary. This is why the total cost to hire an employee is much higher than their net salary.

City Differences

Contribution rates and caps vary significantly by city. Beijing and Shanghai have higher salary caps for social insurance contributions. The minimum and maximum contribution bases also differ. Some cities have reduced rates for small businesses. Rates are reviewed and updated regularly by local governments.
